It's clear that single-codex armies should have consistent basing, but a list containing 2 armies of different codices should not require the same basing to get full points in my opinion.
But it would be nice to have an official answer, because if there's no chance to get 15 points anyway I won't pull all-nighters to fully finish my army on time for nothing

Official answer: Make sure to have the same base or take a painting penalty.

It doesn't matter if the base are the same, allies will never look like they belong to the same army because they are different, even if they use the same color scheme. Marines may be an exception here (if they don't use chapter marks).15 points - Your army is finished, all bases are painted, the models looks to be from the same army.
And if you only focus on the base nothing says it has to be the same. It can be dessert one part of the table and snow on the other. especially if you use your army for Armageddon.
But only based on the quote at the top, allies will not give you full points for painting regardless of bases and color. They will never look to be from the same army because they aren't from the same army.
A clarification would be nice.

1) If I want to use my Dark Angels miniatures that are painted in green, white and black colours as Iron Hands and call them Iron Angels instead, do I get penalized? They all have the same bases, but many of the miniatures are Dark Angel miniatures (ravenwing bikes, marines with robes etc) but they are painted in a way so that some of the miniatures could look like an another chapter (bikers are white and black instead of only ravenwing black and some of the marines are black and green or white and green).
2) In the case of Tau Commander models, is it ok to use the normal suits or do you have to use the new bigger model? What if its a special character like Farsight? Can I use a converted Farsight model or do I have to use the official Farsight model?

As long as you got the right size on the base and being generous with LoS (since the new is bigger) its ok.
